The Proposal Manager is tasked with managing the entire proposal- beginning in the RFP stages, through development, color team submissions, and continuing through post-submission clarifications until project award. The individual will work with teams comprised of technical subject matter experts, management personnel, drafters, Prime contractors, subcontractors, material distributors, and business development executives.  Proposal teams work within stringent time frames to meet proposal deadlines.  The Proposal Manager is also the acting technical/compliance writer tasked with writing and/or overseeing all aspects of the proposal package. He/she is responsible for ensuring that the final documents are completed, well organized, professionally presented, and compliant with all contractual and design requirements.

The Proposal Manager will report to the VP of Business Development and/or the Senior Capture Manager.  A successful candidate will have extensive writing experience working on complex Government telecommunications solicitations. The Proposal Manager is accountable for direct and indirect material procurement as well as labor and service pricing. Furthermore, the Proposal Manager is tasked with drafting, finalizing, and maintaining all contractual documents regarding Nondisclosure Agreements and project contracts.   

The position of  Proposal Manager requires that the candidate be detail-oriented in order to ensure all aspects of the proposal are compliant, correct, and complete.  This position also requires the candidate to multi-task numerous competing deadlines; therefore, candidate should be proactive and bale to work independently. The Proposal Manager will be skilled at risk analysis for both material and service procurement, as well as risks associated with site conditions and RFP requirements . Candidate must be meticulous with recordkeeping and file management in order to draw from the company’s past experience when creating bids and proposals. Finally, the successful candidate will have excellent communication skills in order to keep the bid team up-to-date and informed at every phase of proposal development.

Specific Job Requirements:

  • Analyzing the RFP
  • Developing a proposal management plan
  • Assigning proposal development tasks and due dates for all tasks
  • Creating all proposal-related compliance documentation
  • Developing the Microsoft Project proposal schedule to be submitted for the solicitation (experience with Microsoft Project is a plus)
  • Reviewing all proposal material
  • Providing technical writing and editing skills in order to develop proposal submissions
  • Communicating proposal requirements, updates, and information to all stakeholders


Candidate must be proficient in Microsoft Office Suites (Outlook, Word, PowerPoint, Visio, Excel, Project)
